Canada - Romania bilateral relations
|

|
Canada has very good bilateral relations with Romania. Our countries enjoy strong political ties, highlighted by our shared membership in many organizations including the Organization for Security and Cooperation in Europe (OSCE), la Francophonie, and as NATO allies.
A number of important high level visits in 2011 and 2012 contributed to strengthening the political dialogue between Canada and Romania. The Minister of Foreign Affairs of Romania visited Canada in May 2011, a delegation of Canadian Parliamentarians participated in the NATO Parliamentary Assembly in Bucharest in October 2011 and the Speaker of the House of Commons of Canada visited Romania in May 2012 with a delegation of Parliamentarians.

Canada and Romania have established a strong legal framework to guide relations with a number of treaties in force, including a Double Taxation Avoidance Agreement, Extradition, Foreign Investment Protection and Promotion, Fisheries, Legal Assistance in Criminal Matters, and Social Security Agreements.
Canada and Romania also enjoy strong cultural ties, thanks to a vibrant community totaling an estimated 192,000 Canadians of Romanian origin living mainly in the Montreal and Toronto areas. Approximately 2,000 Canadians live permanently in Romania and up to 38,000 Canadians visited Romania in 2011. The interaction of the Romanian communities in Canada with their country of origin continues to enhance bilateral relations. In the fall of 2011, the Canada-Romania friendship group was established in the Canadian Parliament.

Bilateral trade between Canada and Romania reached $387.5 million in 2012. The stock of Canadian direct investment in Romania was $273 million at the end of 2011. Canadian firms have direct investments in mineral and petroleum exploration, in electronic and automobile manufacturing and in services.

Economic Relations

The total value of the social capital invested by these businesses was of 73,243.32 thousand USD. Out of the total investment in Romania, the Romanian-Canadian share was of 0.20%, and Canada was on the 31st place among all the states represented in business investment.
Before 2010, the peak of monetary investment was 2006, with 40, 873.17 thousand CSD, while the peak of registered commercial businesses was 2004 with 122 units.

Most of the mixed businesses can be found in the light industries, agro-foods, transport and tourism, being found in Bucharest, and in Bistriţa-Năsăud, Arad, Harghita, Alba, Cluj and Sălaj counties.
The main export goods to Canada have been: plastic materials, rubber, machinery and electronic equipment, furniture and interior decorations, textiles and common metals.
The main imports from Canada are: mineral ores, machinery and electronic equipment, chemical products, live stock and animal products, common metals, as well as optical, photographic and cinematic equipment.

Romania wishes to continue cooperating with Canada especially in the nuclear energy sector, as well as finalize with the help of Atomic Energy Canada Ltd. (AECL) or the third and fourth units of the Nuclear Reactor at Cernavodă. AECL expressed its interest to continue the project at Cernavodă as main provider of equipment and technical expertise, in this context being signed on February 8, 2010 a contract of consultancy and engineering between AECL and EnergoNuclear.

The project of the third and fourth units at the Cernavodă Nuclear Reactor was analyzed by the European Commission based on Art. 41 of the EURATOM Treaty, and it was approved to construct the two units on November 26th, 2010.
